DAY 6- Unit Visitation

Today I was able to visit the Head of Offices. I witnessed the best practices and lessons learned in the different areas of operation. The Legazpi City Police Station is composed of 8 offices: Administration (1), Operations (2), Logistics (3), Finance (4), Intelligence (5), Investigation (6), Police Community Affairs Division Group (7), and other Functional Units (8). Each section is as important as the other. A police station should have different areas to function as a whole. The Philippine National Police has this “quad” concept which involves intelligence, operations, police-community relations, and investigation (9). To address the peace and order situation in our country, a station, and each unit must work together as a team to achieve their common goal.


One of the sections I have noted was the Police Community Relation section headed by PSSg Michelle Baloloy Balmes, PCAD Head PNCO. She shared some strategies for managing her people effectively. She stated that the Head of Office, especially in the PCR section, should always look out for the welfare of your people, specifically subordinates and personnel involved in the delivery of services.The Operations section works with PCR in conducting programs at the police station. They serve as human resource requirements for the force multipliers.


Meanwhile, the investigation section specializes in arresting suspects up to the case filing. The section head needs help with introducing a new system that needs uploads. One example is the CIRAS, where some data are lost once entered into the system at the national level.


In the afternoon, I attended a zoom meeting together with PMAJ ROLLY MARQUESES our Deputy Chief of Police regarding the human rights of the personnel. He stated: “Bok, dito madami tayo ginagawa palagi din tayo may theoretical framework kagaya neto, eto yung mga gawain na maabutan mo sa field”.


BEST PRACTICE: CREATION OF LEGAZPI INTEGRATED PARKING ATTENDANT ASSOCIATION (LCIPAA)


On August 2014, the Legazpi City Integrated Parking Attendant Association (LCIPAA) was formally organized through the effort of PSUPT ALEX S PEDERIO, former COP of the station.Carnapping is one of the significant crime incidents that Legazpi City Police Station has handled in recent years. As early as 2012, Legazpi City Police Station (LCPS) intensified its effort to produce force multipliers to help stop incidents of carnapping which were very prevalent during the period.


With the creation of the Legazpi City Integrated Parking Attendant Association (LCIPAA), this station is looking forward to immediate crime response through the help of authorized parking attendants assigned in different establishments within Legazpi City.



Authorized Parking Attendants not only acts to force multipliers in ensuring the safety of vehicles but also serves as information link in monitoring suspected criminals and reducing street crimes. Moreover, the initiative also allows the less fortunate and bystanders residing in Legazpi City to generate extra income. This initiative allows interested parking attendants to be given Identification Card (ID) by this station for authorization.


Today’s Wrap-Up:

Today, I learned more about the different functional units of the Legazpi City Police Office. Getting into details makes me anxious, but as a future police officer, I am challenged, for I will be facing the real-life application of my knowledge.
