DAY 9- Legazpi City Best Practice

Carnapping has been one of the significant crime incidents that Legazpi City Police Station handled in the past years (1). As early as 2012, Legazpi City Police Station (LCPS) intensified its effort to produce force multipliers to help stop incidents of carnapping which were very prevalent during the period.

The creation of the Legazpi City Integrated Parking Attendant Association (LCIPAA) targeted immediate crime response with the help of authorized parking attendants assigned to different establishments within Legazpi City. The main objective of this project is to organize and utilize a group of parking attendants who will serve as force multipliers who work hand-in-hand with Legazpi CPS personnel to ensure the safety of the community and provide for their client’s properties.


It was not until August 2014 that Legazpi City Integrated Parking Attendant Association (LCIPAA) was formally organized through the effort of PSUPT ALEX S PEDERIO, former COP of the station. Authorized Parking Attendants act as force multipliers in ensuring the safety of vehicles and as information links in monitoring suspected criminals and reducing street crimes. Moreover, this initiative allows less fortunate bystanders residing in Legazpi City to generate extra income. This initiative gives interested parking attendants an identification card (ID) by this station for authorization.

On my ninth day of duty, I was glad to have with me my buddy, the humble and kind-hearted Police Non-Commissioned Officer I had met. He is PSSg Roland A Esquivel, who is now 16 years in service. Conversations with these people remind me that kindness is a must wherever you go. Also, talks like this always inspire me and shows me that time flies if we love and are happy with what we do.


I know that it will still be a very long journey for me. As of writing, I am still on my way to becoming one. And if given a chance, I will never forget the likes of PSSg Esquivel. We meet people for a reason. We may not know what that reason is at that very moment, but if given another chance, I’d still choose to meet them.

Today’s Wrap-Up:

Give a chance to people; even bystanders can have their purpose if provided with the right opportunities. In the case of Legazpi City Police Station, their initiative of having a Parking Attendant empowers people in the less fortunate sector to serve. As a future police officer, this ingrains in my mind the principle that learning is a two-way process.
