The leader has to command the respect of all those under his supervision – and he must be open to those under his supervision. Effective leadership means having a lot of people working toward a common goal” John Wooden
The PNP as an organization is susceptible to scrutiny due to its nature of work. Today, the PNP is fortunate to be led by someone who has concrete plans for the police force and the country. I, as a Police Cadet, also wanted to contribute to the success of our Chief PNP's programs.
PGEN RODOLFO S AZURIN JR, Chief PNP, introduced the Malasakit, Kaayusan, Kapayapaan, at Kaunlaran, abbreviated as MKK=K framework. This project is composed of 4 subprograms. These programs are all directed to Kaunlaran or progress which is the primary goal of this framework.
The PNP, guided by its motto of “To Serve and Protect” should be able to address its own internal and external issues thus resulting in the creation of the Malasakit Subprogram. This program aims to maintain peaceful relationships across all sectors for a peaceful and safe community. Malasakit, a Filipino word which could be translated to care or concern contradicts the stereotype that the PNP has of being strong and tough. We, as an organization, are primarily concerned and cares for, not only our communities but our country; that is why we continuously work for betterment for our people.

The Kaayusan or translated as order is the organization’s second subprogram. This is to address all members of the organization who have committed shortcomings. Though it has been said that since 2016, the number of employees who were either demoted, suspended, or dismissed has declined, the organization aims to lessen these incidents even more. To do this, the organization should enhance their counterintelligence measures. As law enforcers, we should be the one to uphold it no matter how small or big these rules are. Next is the "Kapayapaan Program," which aspires for peace starting from the barangay level. This would be made possible with the cooperation and completion of the Barangay Development Program. This is working hand in hand with the Armed Forces of the Philippines (AFP) and various clusters of Executive Order No. 70 NTF ELCAC, or the National Task Force to End the Local Communist Armed Conflict.
The ultimate goal of the PGen Azurin's peace and security framework is the "Kaunlaran Program." Once all the other subprograms are achieved and established, our government will be perceived as safe and peaceful, inviting tourists and investors to visit the country and increasing job opportunities for every Filipino.
As my simple contribution for the said program, I initiated a clean-up drive with the police trainees at Legazpi City Police Station. This activity may seem as a simple clean-up drive but this activity helps boost the development of the internal discipline of the police force to instill Malasakit in the environment (an external force), maintain Kaayusan or order in every Police Office, and ensure Kapayapaan or peace within the vicinity to attain the coveted Kaunlaran or progress.
The clean-up drive did not only stop at cleaning the vicinity of the Legazpi City Police Station; we also conducted Custodial Facility Inspection for members of PNP SWAT and Person Under Police Custody (PUPC). The activity's purpose is to check on the alertness and preparedness of the team whenever a breakout or any incidents occur. Also, to verify if the PUPC is all accounted for and humanely taken care of by PNP personnel. This accounting was still in line with the Chief's efforts to maintain Kaayusan and Kapayapaan within the police force.
Seeing the people around me in action made me think about the future of the police force. With our current PNP Chief's ongoing efforts and projects, I hope to see substantial changes in the future that would benefit society as a whole. With the participation of the PNP Organization, the program has helped the community and its stakeholders. It is relevant today to have that urge to modify the system to care for each other's welfare. Observant in maintaining peace and order and the future of the nation's system.
During my stay, my vision of police work seemingly wandered to the possibilities of what I will encounter in the future. What if a breakout occurs at my station? How prepared will I be? Things like this make me wary of the line of work I chose to be on. But whenever I remember that I am also helping the public feel safe in their lives, I am at ease. Now that I am still working on becoming a full-fledged Police Lieutenant, I am happy to be able to already contribute to the efforts of the PNP Organization.
Furthermore, this visit has been compelling and empowering. Having conversations with experts and experienced police officers motivates me to do better once after deployment. As a leader, I will work on continuously learning and sharing knowledge with my superiors and those who are newbies in the service.
